In September 2006 Mercia Research & Strategy was commissioned by Hertfordshire Adult Learning Partnership (HALP) in conjunction with Hertfordshire Learning and Skills Council and Hertfordshire Prosperity Investing in Communities to undertake a study of Eastern European migrant workers who live and/or work in the Hertfordshire County area.
